Black & Veatch Completes First Phase of Consultancy Services for Singapore's Second Large-Scale Desalination Plant

SIWW, Singapore, July 1, 2010 - (ACN Newswire) - Black & Veatch has completed the first phase of consultancy services, which is to assist PUB, Singapore's national water agency, to prepare the tender documents for the development of the country's second large-scale seawater desalination plant under a design-build-own-operate (DBOO) arrangement. The tender was called on 30 June 2010.

At 70 million imperial gallons per day (318,500 m3/d), the new plant will be PUB's fourth and largest Public Private Partnership (PPP) venture to date and one of the largest seawater reverse osmosis desalination plants in Asia. Project Commercial Operation is scheduled for mid-2013. The plant will be a key element in PUB's holistic approach to water management using the Four National Taps and will help realise the country's goal of achieving water self-sufficiency by 2061. The plant will be constructed in Tuas, Singapore.

Black & Veatch will continue to provide consultancy services to PUB during the delivery of the new plant. Black & Veatch leads a team that includes financial and commercial advisers Ernst & Young and legal advisers Bryan Cave. Black & Veatch was awarded the consultancy services for the development of the new plant through a tender process in April 2010.

Singapore's first large-scale desalination plant, the SingSpring Desalination Plant, began commercial operation in 2005 and was the country's first PPP. Owned and operated by SingSpring, a Hyflux Group company, the plant has a capacity of 30 million imperial gallons (136,000 m3/d). Black & Veatch provided complete design and permitting services for the project and provided support during construction, commissioning and operation. The plant was recognized in 2006 at the Global Water Awards as "a brilliant work of engineering which has challenged the global perception that desalination is a high-cost source of water."

Black & Veatch has been involved in the development of Singapore water supply systems since 1922. In recent years, the company has played a major role in delivering some of the country's most internationally renowned water projects including the SingSpring Desalination Plant, the Sembcorp NEWater Plant and the Marina Barrage. Singapore also plays home to Black & Veatch's Centre of Excellence in Desalination and Global Design Centre for water. Black & Veatch is also an original founding sponsor of Singapore International Water Week and is involved in a number of activities during SIWW 2010.
